Delegated rule is not giving check out option

SA-1925

Summary



Business user does not have the check out option when opening a delegated rule.

Error Messages



No error message is displayed on the screen.  The rule opened but the check out option was not available in the toolbar.
Tracer shows a "You are not authorized to open instance" error.

Steps to Reproduce



Login as a business user.
Open a delegated rule.

Root Cause



The root cause of this problem is the user did not have access to the delegated ruleset.

Resolution



The issue is resolved by adding the delegated ruleset as a Production RuleSet on the Access Group form.
