Delete icon for report filter is not enabled

Summary
Report filter deletion is not enabled when "Allow changes to values only " is selected.
The delete icon used to be enabled in Pega 7.1.7 with this setting.

Steps to Reproduce
- Create a Sample report.
- Define the filter conditions.
- Configure the report filter with "Allow changes to values only ".
Root Cause
This was a bug in Pega 7.1.7 and fixed with HFix-35117. Filter deletion should only be enabled when "Allow any changes" is selected.
Resolution
This is an expected behavior when report filter is configured with "Allow changes to values only".
