Developer are not able to connect to Database server

Summary
Can not connect to Database server from PRPC application
Error Messages
Status : Failure - Test failed : IO Error : The Network Adapter could not estabilish the connection
Resolution
This issue is resolved by making the following change to the PRPC operating environment: may be because of any of the following.
- wrong URL
- The wrong port number or IP address (or DNS host name) was used
- The listener is not configured properly
- The listener process (service) is not running. You can re-start it with the "lsnrctl start" command or on Windows by starting the listener service.
