User wants the DateTime calendar to pick time from Operator Time zone

Steps to Reproduce
- Place a date time controller for date time property in UI
- Open UI from portal
- Try to add date value.
Root Cause
DateTime control doesn't pick time from Operator Timezone.
Resolution
Pega picks up the time from the javascript Date() function, which picks up the system time.
This is expected behavior.
