Displaying From and To Time one hour before actually time

Summary
When the user creates a Generated Report tile, it displays from/to time one hour before actually selected time.
Example: Instead showing 1:00 pm GMT+1(London) Time it is showing 12:00 pm GMT

Steps to Reproduce
- Click on Admin Activity Report link.
- Select start and End date.
- Use FormatDateTime API to convert the time.
- Click submit, will get the report .
- From and to time is 1 hour before actual time.
Root Cause
An issue in the custom application code or rules. Issue with usage of FormatDateTime.
Resolution
Add below logic to resolve the issue which will consider Operator Time.
@(Pega-RULES:DateTime).FormatDateTime(.StartDate, "yyyy/MM/dd HH:mm a",
OperatorID.pyDefaultTimeZone, null) .
