DSM:Unable to make changes to any offer within Pega Marketing



The "Failed to update backed up Decision Data rule"  error message appears while making any change to an offer in Pega Marketing 7.13 (based on Pega 7.1.9) and saving changes.

Error Messages

2016-01-08 09:29:52,988 [ttp-bio-8443-exec-20] [TABTHREAD4] [ <your app>:01.01.01] (ion.Rule_Obj_Flow_Offer.Action) ERROR <your host><your operator> - Decision Data Failure Message returned by DSM API:Failed to update backed up Decision Data rule

Steps to Reproduce

  1. Log into Pega Marketing portal.
  2. Go to Content > Offers.
  3. Create new offer.
  4. Try to save the Offer, error occurs.

The same issue exists while editing existing offer.

Root Cause

The Issue or Group under which the Offer was created is using Versioned Propositions, hence the Group is a Decision Data rule. This error comes if the Decision Data rule is in a locked ruleset, hence the error for updating it.


Perform the following local-change:

Save-as the Decision Data rule corresponding to the Offer Issue or Group to an open ruleset version.
