Summary

Data Transform configured for Refresh When on section is not getting executed.This Data Transform is fired on load of the section itself which is causing an issue and the behaviour is not consistent.

ROOT CAUSE & 

Resolution

In generation not honoring the "Run data transform" option available in section include property panel. 
We need to run the configured data transform only when we select "Run data transform" option and then do the refresh.But refresh was not happening properly.

This issue is resolved by hotfix item HFix-20723.

Additional Installation Instructions:
After importing the hotfix follow
1) Generate RUFs in the hotfix
2) Save the section which has section include with refresh when
