Summary

Duplicates/Triplicates while running the localization wizard.

Steps to Reproduce

1. Run the Localization Wizard (Designer Studio -> User Interface -> Localization tools -> Translate to new language) 
2. Export the translations for a language(considering lang. here as Spanish). 
3. Click next till Export translations and download the translations. 
4. Open the TextToTranslate.xml file and Observe the duplicate elements. Instead the wizard should remove the duplicates based on pzInsKey.

Root Cause

Observed few Duplicates and Triplicates (validated with pzInsKey) after running the localization wizard.
Though the Rules might be present in more than one Ruleset, the wizard should be intelligent to filter the Duplicates and Triplicates based on their pzInsKeys.

There was no logic to check the duplicates. As a result excel sheet contained duplicated results.
Now checking the pzInskey for duplicates before putting it in table that is used to write data to excel file.
