Dynamic system setting public link URL is not working in Pega 7

Summary
User has upgraded from PRPC 6.x to Pega 7.2.
The getPublicLinkURL() function is returning a blank value after the upgrade to Pega 7.2.
The value is not picking up from the Dynamic system setting.
Error Messages

Steps to Reproduce
1.Set the DSS for Public link URL.
2.Run the Activity "pzLoadSystemConfiguration".
3. Don't set any public link URL for the system. Observe it is not picking from the DSS settings.
Root Cause
The value of public link url is being stored in instance of Data-Admin-System-Configuration class and value of DSS "publicLinkURL" will not honored if instance of class Data-Admin-System-Configuration exists.
The value will always except from the Public Link URL if the instance exists.
Resolution
Set the “Public Link URL” under Designer Studio > System >Settings >URLs.
