Effort Capture Date not in line with Burn Down agent time zone

Summary
The date used for the Effort Capture Date in the PegaProjMgmt-Data-RemainingEffortTracking class should be in line with the time zone configured in the Burn Down agent named TrackRemainingEfforts.
Otherwise, the burn down graph will not display all the daily values.
Since sprints only display weekdays (Monday-Friday), the days will be shifted by one day, leaving Mondays blank and other days shifted by one.
