Email Listener does not start on server startup

Summary
Email Listener does not start automatically on Server startup, when Email Server Port Number is configured to get from Global Resource Settings.
Error Messages
ERROR - Unexpected exception.
com.pega.pegarules.pub.clipboard.InvalidValueException: PropertyValueInvalid pyEmailPortNumber .pegaToInteger() Invalid number format (was =Declare_EmailServerSettings.EmailServer.pyPortNumber)
Steps to Reproduce
1. Configure Global Resource Settings for Email Server Port Number, which is used by an Email Listener
2. Restart the server, which should load the declare page, which is part of Global Resource Settings, and startup the listener configured to take the Port Number from the Declare Page
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix- 4844.
