Summary
BIX extract to XML includes an embedded value list property. In the corresponding XML manifest for this extraction there is not a node level count for the embedded valuelist property

Steps to Reproduce
Execute Extract to XML with manifest for an embedded value list property.
Root Cause
This issue was determined to be a product enhancement request. Node level counts for valuelist and valuegroup properties are not presently included in XML manifest files.
Resolution
Perform the following local-change: Removed external validation of embedded valuelist and valuegroup properties.
