Empty boolean & datetime properties incorrect with -B/-J 6.3sp1

Summary
If a boolean or a datetime Embedded valuelist /valuegroup /pagelist/page group property is in the WO blob but has no value when extracted from the command line using -B and -J options, the value in the extract is not valid.
For boolean properties there is a trailing 0 in the output
<pyMergeWorkbaskets xsi:nil="true"0/>
For datetime properties the end tag /> is missing
<pyLastSignon xsi:nil="true"

Steps to Reproduce
Run command line extract with -B/-J options on work objects with null boolean and datetime properties.
Root Cause
A defect in Pegasystems’ code or rules. When using the -B and -J options the code was not handling null boolean and datetime properties.
