Encoding process appends 24 after the dollar sign in file name

Summary
When attaching a file to a case whose file name includes a dollar symbol (for example, FileSample$.txt), internally the file is stored with file name with 24 after the dollar sign (FileSample$24.txt). The Attachment or Encoding process appends a '24' after the dollar symbol.
For example,
FileSample$.txt is stored as FileSample$24.txt
This occurs only for the $ symbol (in the file name).

Root Cause
An issue in the custom application code or rules.
An encoded value was used to populate the file name when the file was attached.
Resolution
Perform the following local-change:
Decode the below string that is used for the file name before saving,
attachment:NameOfMyFile = StringUtils.decodeCrossOSString(NameOfMyFile);
