Encountered more than one Circumstance Property when opening Rule Rule-HTML-Harness PEGACA-WORK!CPMPERFORM: .portalType and CPMWorkMode

Steps to Reproduce

Start an interaction process.

Root Cause

The problem is because of different circumstanced criteria in CPMHC and CS frameworks. The harness CPMPerform is circumstanced on a template and property as follows:

1. Circumstanced on Template CPMWorkMode
   Class: PegaCA-Work
   Ruleset: PegaAppCA: 07-21-01

2. Circumstanced on Property .portalType
   Class: PegaCPMHC-Work-Interaction
   Ruleset: CPMHC-UI:07-06-13

This issue was addressed in prior versions by modifying the circumstance validations.

Apply HFix-28690.
