Error occurs when trying to open a delegated Decision Table rule
When a rule has been delegated using the Favorites option instead of the Delegate option, a blank looking screen appears instead of the rule form when trying to open the rule from the portal's My Rules screen.
Steps to Reproduce
Attempt to open any delegated rule that was delegated with the "Favorites" option.
For rules delegated using the Favorites option instead of the Delegate option, the OpenDeveloperForm privilege is required in order to properly view and edit the rule form.
The OpenDeveloperForm privilege will be given to any user that needs to edit the rule form for situations in which "add to favorites" instead of "delegate" is needed.
