Error 'Select a file of type .xlsx' when uploading binary file

Summary
After creating a binary file, user is unable to upload a file to that Binary File.
Error Messages
No File Chosen. Please select a file of type .xlsx and try again.
Steps to Reproduce
Create a Binary File, using the path Create > Technical > Binary File. Attempt to upload a file to that Binary File.
Root Cause
A software use or operation error. The instructions state:
Creating a Binary File rule for the template
1.Click Create > Technical > Binary File.
2. Create Binary File rule.
3.Enter a name in the Label field.
4.Enter excel in the App name field.
5.Enter xlsx in the File type field.
6.Click Create and Open.
7.Click Upload File.
8.Click Choose File.
9.Navigate to the Excel template file that you created and click Open.
10.Click Upload File.
Resolution
Perform the following local-change:
When specifying the file type (extension) while creating the file, the type should *not* be entered with the file extension DOT (so the correct way is to enter xlsx and not .xlsx).
