Error While deploying the patch

Summary
Error is observed while deploying the patch.
Error Messages
The Bundle requires change to the database schema. You do not have any permissions to perform schema migration. Please download the SQL DDL. Execute it and contine the wizard
Steps to Reproduce
1. Craete a patch with databse table instance with other rules which we you want to install in other environments and which are not present there.
2. install this patch in other environment you will get the above mentioned error message.
Root Cause
The root cause of this problem is defect/misconfiguration in the operating environment. Importing jar issue.
Resolution
This issue is resolved by hotfix item Hfix-5951
