Summary
Error occurs while importing PegaFFS_SampleDataInstances_07.32.zip which is included in 115703_PFFS732.zip. This occurs while updating to Pega Collection 7.31.

Caused by: com.pega.pegarules.pub.PRException: Problem saving instance of class PegaFS-Data-ChangeTracker for indexes [0]: code: 1400 SQLState: 23000 Message: ORA-01400: cannot insert NULL into ("PEGADATA"."FSF_CHANGETRACKER"."TARGETCONTEXT")

Steps to Reproduce
Follow the upgrade guide for 115703_PFFS732.zip
Root Cause
The FSF_ChangeTracker logging table records the change of a property value. This tracker records both the previous and the changed value. During the upgrade process, this event occurred due to Sample Data import that updated the existing values and attempted to change the FSF_ChangeTracker.
Resolution
Perform the following local-change:Set the below FSIFTrackingFunctionality setting to false:
fs/FSIFTrackingFunctionalityEnabled
