Errors are not showing in actions property panel
SA-36728
Summary
Configuring invalid actions on the events & actions property panel does not trigger the validation messages.
When the user presses submit no message is visible and user can save and checkin.
When the user re-opens the action no changes are saved. This is causing issues as work is being lost.

Steps to Reproduce
1. Create a section.
2. Add a button.
3. Create an action on that button.
4. Include a three harness on click.
5. Give invalid harness name. It will not throw validation error.
Root Cause
Validation not triggering for second actionset.
Resolution
Apply HFix-33763.
