Excessive user rollbacks seen in Decisioning

Summary
When analyzing performance runs, user can see that there are a lot of user rollbacks being issued to the DB.
Error Messages
No error messages.
A large number of user rollbacks are shown in the Oracle AWR report.
Steps to Reproduce
In a strategy, write data to IH.
Root Cause
Rollbacks may be issued when batch mode is disabled.
Resolution
Apply HFix-29407 to remove the excessive rollbacks.
