Export to Excel does not work with multiline cells as expected

Summary
When exporting a report definition to Excel multi-line cells are placed in multiple rows.
Multi-line means strings with newline <br> elements embedded in them.
An example:
In this example a cell containing value "Hotmail<br> - MSN<br> - MS<br> Live" is placed in rows 9 through 12.
In the correctly exported spreadsheet it would be placed in row 6:

Steps to Reproduce
1. Create and run report definition that has multiline values - strings with newline element <br> embedded in them.
2. Run the report.
3. Export result to Excel sheet.
Root Cause
In order for Excel to place multiline cells in one row, the exported from the server HTML string must have "br {mso-data-placement:same-cell;};" formatting style present, e.g.
