Extra/Duplicate condition codes (1a and 1b) for RC74

Summary
As per the review of the previous hotfixes - 6654 and 8887 , developers would like to understand the purpose of RC 74 , condition codes 1a and 1b. Both have same condition name of >180 days and same Ancillary questions.
Also, with respect to Schemes documentation there should be only 2 condition codes to RC 74 (i.e., RC 74 1 and RC 74 2)
Error Messages
Displaying ">180 days (1-a)" and ">180 days (1-b)" condition codes, which are identical.
Steps to Reproduce
1. Create a Visa Dispute
2. Process the Dispute case
3. Select RC 74 using choose reason code action
