Failed to find instance error using Enable Smart Info in RD

Summary
In a report definition (RD) with Enable Smart Info selected, the activity referred has a Rule-HTML-Section ABC.
When clicking on smart info, the pop-up shows tracer error status.
Error Messages
Fail message with a tracer error: Failed to find instance @baseclass.ABC of type Rule-HTML-Section.
Steps to Reproduce
1. In a Report Definition, check Enable Smart Info option in Report Viewer tab.
2. Refer an activity in options.
3. In the activity refer a section.
Root Cause
An issue in the custom application code or rules.
In the first step of the activity user was not using the Obj-Open-By-Handle method to pass the keyHandle which is required.
