Field displays old value when property is updated in New harness

Summary
On using property references in field value rules (using the notation {.myProperty}), pyDefault assigns a default value to the property.
While creating a work object, on a desktop, the said property is updated in the New harness. Opening this work object on an offline mobile application, displays the old value (that is set using a data transform) instead of the updated value.

Steps to Reproduce
- Create a property in the work class
- Create a field value rule to reference the property (value in the property is {.myProperty})
- Create a section rule that references the field value in a Label control
- Add the section rule to a flow action
- Set the property in the pyDefault data transform
- On the New harness, change the value of the property and click Done
- Log in to the mobile device and open the newly created work object
- Navigate to the flow action
