Field Values do not load in the Include Placeholder field

Summary
When adding Field Values in the 'Include Placeholder' field, the system does not read the Field Value's value. Instead, the system treats the value as a string and displays the Field Value name in the dropdown. This occurs only for new sections that are created. Sections that are upgraded from the previous versions, load correctly.

Steps to Reproduce
- Create a section.
- Use a dropdown control.
- Load the dropdown control using a data page.
- Deselect the 'Include Placeholder' option.
- Enter a Field Value in the field (the value can be out-of-the-box field values).
- Load the section.
Root Cause
When the Localize checkbox is selected, the Field Value's value must be retrieved. The old section retrieves the value from the Field value, irrespective of the checkbox being selected or not, because the Localize checkbox is selected during the section generation.
Resolution
Perform the following local-change:
Select the Localize option in the Section configuration such that the Field Values are fetched correctly.
