Field Values used in layout headers not displayed in Mobile

Summary
Dynamic layout headers that reference Field Values that include property reference are not displayed correctly in the Mobile application.

Steps to Reproduce
1) Configure an offline case type.
2) Create a field value that includes a property reference.
3) Add that field value to a layout as a header.
4) Run the case on the Mobile device and observe an endless busy indicator.
Root Cause
In pzpega_offline_localization JS, _getLocalizedValueFromList function is not passing activeContext to _resolveParams function.
The _resolveParams function needs the activeContext when there is a property reference to resolve. When activeContext is undefined, it throws error.
Resolution
Apply HFix-33894.
