File listener is unable to obtain a file sent to Cloud instance

Summary
When an external system uses the Secure File Transfer Protocol (SFTP) to send a file to a Cloud instance, the file listener is unable to obtain the file.

Root Cause
A defect or configuration issue in the operating environment. The issue was due to a change in the reference of the source file for the file listener on Cloud 2.x.
Resolution
Make the following change to the operating environment:
Specify /local/pega-work/sync-data/transfer as the file listener source data.
