Filter Icon does not display in repeat grid by default

Summary
The column filter icon does not display on configuring a repeat grid with source as a report definition, and enabling the sort and filter options. However, the column filter icon displays when hovering over the column header.

Steps to Reproduce
- Create a section and configure the grid with report definition as the source.
- Enable column filter. At runtime, the filter icon does not display.
Root Cause
The HTML content for the section rule is not generated correctly.
Resolution
Create a repeat grid with the report definition as the source and enable the sort and filter options.
