Flow Action buttons need multiple clicks to work

Summary
Sporadically, users are not able to select flow action buttons with a single click. This occurs for out of the box and manually-added buttons as well. Manually added buttons can be fixed by switching to HTML5, but this option is not available for out of the box flow action buttons.

Steps to Reproduce
- Create a work item.
- Change Take action drop down to something else or keep it the same, fill in the required details.
- Hit submit.
- Flow action will not submit. Sometimes it might take 2-3 clicks for button to work.
Root Cause
After upgrading, the flow action buttons are not upgraded and the old submit buttons are rendered. The reason why older flowActionHTML was getting rendered was because of the inclusion of older "ActionFrame" section in Perform Harness.
Resolution
Removed "ActionFrame" section and as user needs older UI ,included pyActionArea in the Harness.
Post this, validations are not fired because "Client Side Validation" was not checked at the Harness. Once the "Client Side Validation" option is checked, issue is resolved.
