Flow rules appear checked out after they were checked in

Unable to check out a flow rule after it is checked in by another user.

Error Messages

** Check Out Failed. Original Record already locked by <operator> on <date>

Steps to Reproduce

1. Check out a flow rule.
2. Modify the flow rule.
3. Check in the flow rule.
4. Another developer tries to check out the flow rule.

Root Cause

The root cause of this problem is the lock was not released on the binary file associated with the flow rule.

Search for binary rules with "OLD:" keyword, which searches using previously indexed data at database level. Release the lock on those rules by clicking Action > Release Lock.
