Form error is not displayed on opening work object
On opening a work object with errors on it, form level error doesnot appear for ‘case manager portal’ but appears fine for ‘case worker portal’, for the same operator when they have ‘pxUIInspector’ privilege.

Steps to Reproduce
- Configure perform harness with no included sections to be defer loaded.
- Configure a work object such that errors are present on it, as we open the work object from work list.
Root CauseThe section responsible for showing the error 'pyCaseErrorSection' is included in 'pyCaseHeaderOuter'. When the work object is processed for UI rendering, it is processed from top to bottom as such when 'pyCaseErrorSection' which is present at the top of harness is processed, before errors are put on the work object.
ResolutionPerform the below steps as local-change:
Mark the error section 'pyCaseErrorSection' included in 'pyCaseHeaderOuter' to defer load. This would cause the error section to be processed at the end and then as the error is already present on the work object, form level error would be displayed promptly.
