Format validation prevents local action modal window to open

Summary
When an error is present in the Date field (due to incorrect format), the system prevents the LocalAction from opening in a modal window.
However, when the error is present in the Input field (due to business validation), system allows the LocalAction to open in a modal window.

Steps to Reproduce
- Enter a date in an incorrect format in the Date field.
- Click the button present in on the screen to open the modal window. A message displays to correct the invalid values. The modal window does not open.
Root Cause
To open a modal dialog, a server call request was sent with the elements data in postData. Since the DateTime value had a validation, it was sent to the server and a validation message (that the section had errors) was displayed instead of the modal dialog.
Resolution
As a local-change, configure the button in a separate section.
