Fresh install of 7.2.2 failing

Summary
When installing Pega platform 7.2.2 and HealthCare Strategic applications, the installation fails during the platform installation.
Error Messages

Steps to Reproduce
- Apply Data Definition Language (DDL) for the system and application tables.
- Install Pega 7.2.2.
Root Cause
A software use or operation error.
Both the DDL from a fresh install and from all of the applications were applied before installing the Pega application platform.
The rule which has this property to go along with this additional column in the pr_operators table is not added until the application RAPs are installed. Adding the columns caused incorrect mappings.
Resolution
Perform the following local-change:
- Apply DDL for Pega platform.
- Install the Pega platform.
- Apply DDL for HealthCare Strategic applications.
- Install the HealthCare Strategic applications.
