Generated rules do not open when exporting a rule from a file

Summary
Unable to convert a legacy system Business file into a Pega Decision rule (such as, Decision Tree, Decision Table, Map Value, etc.) and Flow rules.
When exporting a rule (Decision Tree, Decision Table, Map Value, and Flow) from the file, the generated rules do not open and properties are not created.

Steps to Reproduce
Run the Rule Form file wizard.
Root Cause
The Rule Form file wizard is deprecated and is no longer supported.
Resolution
An enhancement request, FDBK-28384, is created for consideration by Pega Product Management.
