'Generated on' time stamp is erased and only the date displays

Summary
A report is opened in the Report Browser and the 'Generated On' DateTime value is selected.
On clicking Actions and refreshing the 'Generated On', the time stamp is erased and only the date displays. This occurs only for one particular report.

Steps to Reproduce
- Launch a portal.
- Execute the reports.
Root Cause
The report's rule was corrupt.
Resolution
Perform either of the following local-changes:
- Configure the DateTime format as Custom in the DisplayReportGeneratedDatetime section.
- Recreate the particular report definition (which is causes the issue).
