Geofence filter behavior incorrect

Summary
When creating Geofence rule with 0.7 km as radius, Geofence filter in strategy is unable to filter the records for the Geofence in the Test run panel. This occurs on Pega Marketing 7.31 on Pega 7.3.1.

Steps to Reproduce
- Set latitude and longitude values in the data transform
- Open the strategy where the Geofence filter is configured. Geofence rule must be 0.7 km radius
- Run the strategy using the data transform in the Test Run panel. Geofence filter component results do not display
Root Cause
A defect in Pegasystems’ code or rules. Google Maps API key was not present.
Resolution
Apply HFix-52092.
