Summary
An error is thrown when opening assignments from the link handle in the Confirm harness.

Steps to Reproduce
Create an assignment, and attempt to click its link to open it.
Root Cause
The PC_ASSIGN_WORKBASKET table was not enforcing uniqueness on the pzInsKey column, hence a stale assignment object was referenced.
Resolution
Enforce uniqueness on the pzInsKey column with this database directive:
CREATE UNIQUE INDEX PC_ASSIGKBASKET_PK ON PC_ASSIGN_WORKBASKET(PZINSKEY)
