GPS tracking does not work

Summary
The Tow Tracker (that uses the Dispatcher application) location should be continuously available through GPS when on the road to the place of assistance regardless of whether the application is in the foreground or background. However, the application does not work when it is in the background.

Steps to Reproduce
- Login to the application.
- Accept a rescue.
- Put the application in the background or lock the screen.
Root Cause
Limitation of the mobile Operating System. Hence, background applications are killed.
Resolution
As a local-change, ensure that the screen is always on or use Tracking services.
