Guardrail warning justifications are removed on resaving rule

Summary
An activity rule has a justification on certain types of guardrail warnings. After a rule is modified, such that one of the warnings is cleared, the guardrail justifications are removed. However, the guardrail warnings remain.

Steps to Reproduce
- Create an activity rule which has some guardrail warnings
- Justify those warnings
- Check out the rule and modify it so that the informational best practice guardrail warning clears
- Check in the rule
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-41737.
