Guardrail warning for requirement and specification rules

SA-9229

Summary

You have completed the Usage field on the Specification rule but a guardrail warning is still displaying "Not documented".

Resolution

The When condition used to set the custom warning message was checking if pyUsage or pyDescription were empty.  The Specification rule only has the pyUsage field so it was always returning true.  The issue is resolved by updating the logic in the When condition.
