Harness Content shrinks when Defer Load is enabled

Summary
User has a section with defer load enabled.
User is including this section in another section and adding this section to a repeat grid column of other section.
In this scenario, when the context of the repeat grid has error messages, the harness content height is reduced while the content is available.

Steps to Reproduce
1. Create a section A with Defer Load enabled layout.
2. Include section A in another section B.
3. Add section B to a Repeat Grid cell in section C.
4. Run a scenario where the context of the Repeat Grid page has error messages.
Root Cause
A software use or operation error.
There was an inline style which is equal to the height of the error section is setting as harness height. Inline height for harness is set as 35px;
Resolution
Perform the following local-change:
