Harness CSS does not load at user portal launch

Summary
When launching the user portal, CSS files do not load.
Error Messages
Not Applicable.
Steps to Reproduce
- Open the portal rule.
- Open the skin rule on the portal.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules: The Skin rule in question has been corrupted.
Resolution
This issue is resolved through the following local-change:
- Open the portal rule.
- Open the skin rule on the portal.
- "Revalidate & Save" the portal skin rule and retest user portal.
