Harness rule is not restoring from previous check-in

Summary
After restoring a harness rule, from the previous check in, the rule is not getting loaded. A blank screen without any layouts is getting displayed on the developer portal.

Steps to Reproduce
- Create a harness rule.
- Embede a section into it.
- Check in the harness rule.
- Checkout , modify it , and checkin again.
- Now restore the harness rule from the previous checkedin rule.
- Find that blank screen is getting displayed.
Root Cause
A defect in Pegasystems’ code or rules . There are JS exceptions and skipping the markup generations.
