High CPU usage when R-D-E references a data page

SA-1114

Summary

Rule-Declare-Expression (R-D-E) references a data page.  When a section is loaded or refreshed in update mode, the R-D-E loads the data page so the data page loaded the max number of pages allowed (In our case 500).  This causes slow page loads and high CPU load on the server.
