Horizontal scroll bar does not display on Chrome browser.

Steps to Reproduce
- Log in to the application
- Include a table in a dynamic layout
- Add more columns to the table to display the horizontal scroll bar displays. However, the scroll bar does not display
Root Cause
An issue in the custom application code or rules.
Resolution
Perform the following local-change:- Open the Application skin
- Change the 'Header Left' height size in the Screen layout from 40px to 75px
