Horizontal scroll does not work on perform harness in IE 11.

Summary
User reported that in IE 11 horizontal scroll does not work on perform harness.

Steps to Reproduce
1. Add a repeating grid to a section with a report definition as the source.
2. Configure the grid to have 10 -11 columns.
3. At runtime, user is unable to scroll right to see the columns.
Root Cause
An issue in the custom application code or rules. Scroll bar was missing in IE as the content became static.
Resolution
Perform the following local-change:
Place overflow-x: scroll; in the inline styles on the presentation tab of the dynamic layout.
