Horizontal scrollbar does not display on Managers reports

Summary
On a Managers 'Direct Reports' and 'Peer Search' reports, the horizontal scrollbar does not display.

Steps to Reproduce
Use either the Manager's report or the Peer Search report.
Root Cause
A software use or operation error.
Resolution
Perform the following local-change:
- Add the below code in the UserWorkForm
<style>
.screen-layout-header > .screen-layout-region-main-middle {
top: 100px !important;
}
</style>
- Change the screen layout attribute in the harness from 'Optimized Code' to 'Legacy Code'.
