Summary
Hover is not working with setfocus.
User has Textarea with 'required' and smart tip action. On hover of textarea focus moves to textarea (without click) and on hover out of text area focus moved out of textarea but not highlighted where.

Steps to Reproduce
1. In text area, set smart tip with an hover event and required validation 2. As you hover the text area, focus moves in text area with any click. It displays the out of the box error for required.
3. Observe that it should not move the focus to textarea untill user clicks in textarea. Same issue is replicable in UI Gallery as well.
Root Cause
This is an issue in the product.
Resolution
Apply HFix-29835.
