HREF embedded into RichTextEditor doesn't let jump to the link

Summary
Hyperlinks such as http://www.pega.com in a RichTextEditor in read only mode are underlined blue but clicking them does not lead to the required site. <a href="http://www.example.com" is properly embedded but it does not behave as one expects. PRPC prevents opening of the external site.

Steps to Reproduce
Type http://www.example.com in the RichTextEditor area and review the control in a Review harness.
Root Cause
Ckeditor prevents read-only links from being opened when "Show toolbar in Read Only mode" option is checked.
Resolution
The function pzGenerateRichTextEditor has been modified in Pega 7.1.7 to enable links in RTE to be accessed in review mode if the 'Show toolbar in Read Only mode' is unchecked.
